TUNISIA / Partnership between HAICA, the CSA and INA

The Belgian Conseil Supérieur de l’Audiovisuel (CSA) and the French Institut National pour l’Audiovisuel (INA) have committed themselves to a 21-month partnership project with the Tunisian Haute Autorité Indépendante de la Communication Audiovisuelle (HAICA), responding to the HAICA’s need to strengthen its structures and develop its activities.

Created in May 2013 by a decree-law dating from 2011, HAICA is responsible for the organization and regulation of Tunisian broadcasting. An indispensable pillar of freedom of expression, it safeguards the media’s independence, despite the current difficult socio-economic context. According to its chairman, Nouri Lajmi, “HAICA is considered one of the most important achievements of the Tunisian revolution and a key to the ongoing democratic process.”

HAICA and the Belgian CSA have been working together for several years. The CSA’s role in the partnership is to give guidance to its Tunisian counterpart under four headings: planning ahead, monitoring, creating a service for studies and research, and communication. INA joins the partnership to provide the expertise necessary to create a long-term archiving system for the Tunisian broadcasting sector.

The partnership is funded up to €800,000 by the European Union, as part of a policy of institutional cooperation between EU member countries and their neighbours. It is the first time an independent Tunisian constitutional body has entered into a partnership programme with a European institution.

The collaboration will involve 300 days of shared expertise and discussions between the three partners. The project leader for the Belgian CSA, Paul Eric Mosseray, announced the objectives: “If the CSA can help strengthen freedom of information and stabilize the landscape of independent and democratic media in the process of transition, which we see in Tunisia, it will be an adventure of which we can be proud.”
